Capabilities
The user is made up of or can transform their body completely into ice. A user's transformed form is anatomically identical to their normal form, aside of being made of ice, in which case it contains all to organs and is somewhat vulnerable to attacks. Alternately the user can transform into homogeneous matter, without any part of their form being more important than the other.

Freezing Houkabe (Code: Breaker) is composed of ice. This led to his unfortunate demise when Yukihina evaporated all the ice within his body.
Kuzan/Aokiji (One Piece) can transform his body into ice because of his Chilly-Chilly Fruit/Hie Hie no Mi powers.
Mizore Shirayuki (Rosario + Vampire) can freeze her entire body causing her hair and hands to mimic ice.
