In cold regions or the cold season, the user is capable of utilizing unlimited powers unless removed from the cold region or the cold season has passed. Unlike general Ice and Cold Manipulation, this is strictly scientific. Meaning this can be achieve through advanced technology (even a high tech object) or via enhancements (artificial based).
