Inklings (Splatoon) are confirmed to be composed entirely of ink, which explains why they are harmed by enemy ink...
...however, in squid form, they can submerge in ink that's not even an inch deep and pass through grates...
...and why they dissolve in water.

It can be reasoned that Octarians (Splatoon), such as the Octolings, are also composed entirely of ink, which would explain why they are harmed by Agent 3's ink...
