Users can create, shape, and manipulate lightning, a form of electricity within the upper atmosphere resulting from the movement of charged particles. As lightning bolts are giant sparks of high-voltage electrical discharges caused by imbalance charges in the atmosphere between storm clouds, the air, the ground, or within the clouds themselves, and in the early stages of development, the air acts as an insulator between the positive and negative charges in the cloud and between the cloud and the ground. Generally, through atmokinetic or electrokinetic abilities, these users can excite and control these particles to cause lightning with their will, directing it to wherever they wish if focused, even simulating electrokinesis through them by channeling; however, this can be difficult and incredibly powerful to control.

A wide variety of different types of entities have possessed this ability ranging from magicians, metahumans, mutants, monsters, fairies, angels, demons, spirits, and even deities themselves with the most potent users being gods/goddesses of lightning.

Unlike electricity manipulation, which is the power to create and manipulate electrical phenomena within the user's environment, lightning manipulation is the power to control/influence electrical phenomena within the upper atmosphere at a greater range than most regular electrical manipulators may be able to extend their abilities to. Even though it may function in a similar if not the same manner for certain electrical-based users, it will take a higher degree of control and is considered a powerful technique that regular electrical manipulators who may be able to summon lightning and not possess the full range of manipulation over lightning from within the atmosphere.
