After merging into the entity known as Jeraal Mordeth among other names, Padan Fain (The Wheel of Time) gained the ability to induce madness by mere proximity through his own eldritch forms of magic.

User can utilize magic that manipulates madness. The user can augment their own madness, induce madness in others, or even cure madness. This power often goes hand-in-hand with moon-based magics, and can be just as dangerous to the user as it is to the people being targeted.
