The user can only exist within a photograph, able to transport themselves from random photo to other, existing within the background of the photo as a mere presence. As soon as that photo is taken, the user will just simply apply themselves into the background, even though they were never actually there.
E.g. If a photo was taken of a group of friends outside a building then users of this power would later be seen in a hypothetical alleyway or something, hidden in the shadows but still noticeable by outline.
Most users of this power usually stand in the same position each time they appear in a photo; usually staring at someone or just standing there looking normal. This is what causes people to believe that the person was there all along. How are they to know otherwise? This is most usually a power used by villains because its main purpose of use is simply to scare people and frighten them. It is safe to say that this is definitely one of the more creepy powers out there.
