Capabilities

The user can separate their power into levels. The reasons vary from maintaining self-control to avoid unnecessary destruction, disguising their power level to prevent others from discovering their true power, or because the user's body cannot sustain the full force of their power. If the user so chooses, they can release these levels to increase their power.
