Capabilities

The user can actively alter/change the powers of oneself or others to whatever ability they desire. The change may be controllable, or random, making the ability change to any random power. If the user's targets have multiple abilities, the user can change the secondary powers as well. With this ability, the user is also able to add rules to the skills that have to be followed and the abilities they offer. The user can even give others mixed powers by transitioning their abilities. By altering powers the user can also give weaknesses such as time expiration, recharging, proximity, dependency, absorption, vampirism or aversions to certain things etc.

The subject can either be transformed completely, partially, permanently or temporarily depending on what level of power the user has, with some users being able to induce and reverse the effect at will.

Limitations

• Changes may be permanent.
• May need to be in proximity.
• User needs to be able to use the ability or they are essentially powerless.
• Power Immunity - won’t have any effect.
• Users of Power Anchoring are immune to this power.
• Power Negation may thwart this power.
• May be limited to specific types of powers that can be altered.
• The transmutation may not be compatible with the target's body.
  • For example, if the user changes the victims power from water to fire manipulation there might be issues (these powers do not mix or work together very well due to being polar opposites, among other abilities)
• The user may use this on themselves but from one power to another instead of having multiple at once, (unless they have more than one ability then this one).
