Users can create super-powers of all forms. This includes powers of improvements, all-powerful, mental, physical, elemental, supernatural, etc.
Limit
- May not be able to create powers for oneself, only for other people.
- Powers created may have a time of expiration.
- May only create powers that others ask for, not the power the user wishes.
