The ability to manipulate preconditions and requirements.

Capabilities

The user can manipulate preconditions or requirements on anything there is, from manipulating conditions to make an event happen or conditions to be met before using something. They can change preconditions as well as induce them or induce or remove them, and by removing them, they can do/make do things without those limits or requirements.
