User simultaneously has both high and low momentum: high momentum in regards to everything but themselves, low in respect to themselves, meaning that while it is hard for everything not part of the user change their momentum, the user can easily change their own momentum.

This can be achieved in three ways in regards to everything else: high mass and high velocity, high mass and low velocity and low mass and high velocity, and vice versa in regards to self. This is different from Selective Inertia because inertia deals with mass, and rest as well as motion. Momentum deals with motion, and has mass and velocity, making it a vector instead of a scalar.
