The user can communicate with the weather including clouds, wind, etc., either telepathically, by speaking verbally, etc. Weather can tell the user of what happened or what is happening, help them to track someone at long distance away, etc.
This may allow the user to manipulate the weather to a degree, such as talking to the sky to calm storms or invoking weather phenomena with their emotions (such as lightning if angry).
