Capabilites
The user is capable of slowing down time. Some to incredible measures. For example, some can slow down time so that you'll be able to see a TV pixel of light moving to the next pixel and so on and so on. Some can slow down time so much that it reaches 0 and comes to a complete stop and some can slow it down so much that it actually crosses into the negative side of things and start going backwards. If you were to slow it down so much that if you ran then you'd be going the speed of light then you could go back in time.

- You could save somebody from a bullet by moving them out of the way.
- You could win any sprint by walking.
- You could run faster than the speed of light and go back in time.

Limitations
- Some can only slow down time by so much.
- Can only slow down time, not speed it up.
- If you change time, it may not change back and you wil be trapped in a slow moving world.
