Just like all Felines, Capper Dapperpaws (My Little Pony: The Movie) has Tapetum Lucida, which gives him the simulation of bioluminescence within each of his eye sclera, even though it only functions in the darkness.

Capabilities

The user either has or can generate tapetum lucida, layers of tissue in the eye of many vertebrates. Lying immediately behind the retina, it is a retroreflector. It reflects visible light back through the retina, increasing the light available to the photoreceptors (although slightly blurring the image). If this trait is not a permanent feature of the character's physiology, it is connected to some form of self-transmutation.
