The user is the supreme being and lord of the entire universe, this includes galaxies, planets, stars and everything else. the user has boundless control over everything in the universe, they can see everything happening, Command large universal armies and even create new worlds with ease. The amount of things the user can control varies from user to user. some users don't actually control all of the universe, but controls vast amounts of territory and most of it. some users are so powerful that they have large influence over the universe, and most beings bend to their will. other users are immortal gods who can overpower anything in their setting. and other users are considered universally powerful.

The user may be a Galactic Alpha, they may be royalty, or they may hold claim to power through some other means. In short, the user is the sovereign of the Universe.
