Adaptive power-level is more of an exponential increase of raw numbers to quickly match, outclass and overwhem their current opposition (as the current caption user Pod demonstrate : Upgrade - Upgrade - Upgrade - Victory) while Adaptive Development is more of a well-rounded maturation during which users learn as much as they grow.
A good comparison from Dragon Ball Super would be Broly (from pummeled by normal Vegeta to crushing Vegeta and Goku Blue both at once : a tremendous multiplication within minutes) vs Hit (continuously keeping up with Goku's many transformations and special moves through pure talent and resourcefulness).
References to Universe Structures
We should generally try to avoid these as much as possible, to make sure that each power is capable of fitting into any fictional verse without a problem. Being an encyclopedic wiki, this means powers need to be generic in their descriptions, only covering the effect of the ability and not really referring to anything outside of that (Users section notwithstanding). It doesn't look like his power is being augmented...
I think you should try and find an animated gif or video of Megaman's Double Gear being used.
Because nothing in the image suggest his power is being augmented.
If anything it looks more like he being attacked by two off-screen enemies and is about to self-destruct due to critical damage.
