Allowing them to decide what belongs and what doesn't, how to satisfy the needs and happiness of others, fix any flaws or conditions that would detract or ruin the paradise, perfectly decide the best roles for everything living there, and etc. They can also manipulate everything within those utopias.

Paradise as a whole is a very subjective concept as it can be whatever ones idea of perfection is and it's also a place of great happiness like heaven, it's any place tailored to every desire ever imagined by any individual or species. In these idealized places there will be endless pleasures and wonders to be experienced there.
