The user can create super villains out of thin air and/or transform people into super villains. The user can spawn super villains from their imagination or through some kind of medium and bestow them with powers, skills, gadgets, costumes and more. The user can also transform real people into super villains, using them as a base for their villainous creations. Bestowing them with previously mentioned attributes and even altering their personalities.
